Every district and every municipal service had their own website. It led to difficulties navigating these websites and finding relevant information about services. Also, the City Hall employees had difficulties managing those websites.

The goal was to improve the user experience for citizens and provide better website management tools for content contributors.

SOLUTION

Step 1. Analysis and Design

To design the new platform, we dedicated time to understand pain points of current users.

After analysing the official tender requirements, we wanted to better understand the context. We conducted workshops with Warsaw City Hall to analyse their processes. Then, in multiple iterations, we worked on wireframes. As a result, we designed hi-fidelity mockups that were used in development.

Step 2. Development

We implemented the CMS and developed website front-end.

For the CMS, we selected Liferay, which is a powerful, enterprise-level solution. We chose Liferay, because it is built to handle high-traffic and complex, multi-site environments with diverse user roles. It offers both scalability and flexibility at the same time.

Step 3. Migration

We reviewed, adjusted, and migrated content from 14 different technologies.

The 89 thematic websites used different Content Management Systems, there were static HTML websites, and many of them used custom CMS. Together with the Warsaw City Hall we reviewed, selected, updated and migrated the content from all the 89 websites to Liferay.
